Gurchok is a city divided between two major factions. The regular army forces lead by Governor Verchisk, and the Oder of the Black Dragon lead by Overseer Chugon Darkwing. The governor controls the military and civil governing of the city. Chugon and his spies have infiltrated most of the major areas of the city and have influence everywhere. Verchisk would like nothing more than to eliminate Chugon, but she dares not act since the Emperor likely has his own personal spies operating within her city. Chugon is restrained by the same fears and as such, the two function within a shaky truce. There are many slaves within the city, living to serve the dragon army. These “slaves” live in their own quarter and are free to move about the city so long as they are moving to and from their appointed jobs. While some slaves are laborers, many others operate services meant to entertain or to supply the dragon soldiers with their daily needs. There are taverns, brothels, smithies and the like to be found in Gurchok. Most of the slaves living and working within the Dragon born cities have been born into captivity and know no other life. As a result, few attempt to escape and many live with acceptance of their position.
